Overall Project Management/Client’s Representative:

TLS acts as the Client Representative to ensure optimal project outcomes, appointing and managing the right team of specialists to take a site through planning to sale/delivery. We do this through expert knowledge of the development cycle and building relationships with key stakeholders throughout the life of the project. Our focus is on producing an ambitious yet deliverable masterplan that maximises developable area and reduces abnormal costs to achieve the best value for our clients.

Master Developer’s Client Representative:

Working across multiple parties involved in large strategic developments, TLS acts as the Client Representative for clients lacking technical expertise in designing or delivering complex strategic infrastructure required to unlock planning permissions. This includes facilitating discussions with local authorities and other stakeholders (such as National Highways, drainage authorities, etc.), and legal teams to review s106 mechanisms for cost-sharing and/or delivery of these items.

Technical Due Diligence:

TLS provides comprehensive technical due diligence services for clients looking to acquire land. Our thorough assessments ensure informed decision-making and risk mitigation associated with the land purchase. We will identify key risk areas and obtain advice from specialists to ensure that the risk is fully understood and can be managed throughout the life of the project.

Masterplan Appraisals:

TLS will review and critique a masterplan to ensure that it is constraints-led to maximise developable area and identify opportunities to add value and minimise project costs. We aim to be a ‘critical friend’ throughout the masterplanning process focussing on viability, deliverability and compliance with client and stakeholder requirements.

Commercial Support with Assessing Project Delivery Costs:

TLS offers expert assistance in assessing project delivery costs, including reviewing cost plans and advising on cash flow management strategies. Our thorough analysis aims to optimise project budgets and ensure cost-effective project delivery.

Technical Support During Planning and Delivery Stages:

TLS offers technical support throughout the planning and delivery stages of a project. We review and challenge designs/documents produced by the professional team, assessing deliverability and cost-effectiveness. Our aim is to advise on potential alternatives to drive better value and optimise project outcomes and ultimately ensuring a deliverable masterplan.

Guidance on Sustainability and Statutory Planning Requirements:

TLS provides strategic guidance on sustainability and statutory planning requirements, including but not limited to – nutrient neutrality, carbon reduction, ESG, biodiversity net gain (BNG), Schedule 3 of the Flood & Water Management Act, and utility supply and availability. Our expertise ensures that projects meet regulatory standards and environmental best practices, enhancing sustainability and resilience.

Preparing Infrastructure Delivery Plans (IDPs):

TLS prepare tailored Infrastructure Delivery Plans (IDPs) that serve as strategic roadmaps for phased infrastructure delivery, aligning with planning objectives and Section 106 requirements. These IDPs inform master development programs, ensuring effective infrastructure phasing, informing cash flow projections, and guiding decision-making throughout the development process.

Risk Mitigation:

TLS specialises in identifying and mitigating risks associated with land development projects across the whole project lifecycle. We aim to provide a strategic overview of the scheme, thinking 2 steps ahead at all times to identify problems before they become one.

Facilitating Land Disposals:

TLS offers comprehensive assistance throughout the land disposal process. We collaborate with the professional team to prepare technical land sale packs, ensuring that detailed site information is available at the marketing stage. Our goal is to provide potential purchasers with a comprehensive sale pack, thereby minimising abnormal cost reduction and ensuring transparency throughout the land sale process.
Working with landowners/agents, we can also review and challenge abnormal development costs identified during the disposal process in collaboration with a quantity surveyor.
